Logging In To DOI LEARN:

The quickest way to get your password is to go to the DOI LEARN website, enter your userid and click on "I forgot my password."  Your password will quickly be emailed to the email on file in DOI LEARN.  You can also contact the helpdesk at Geolearning: doilearn@geolearning.com or call (866) 466-1998.

Removing/Adding Supervisor Name from Your User Profile

Clipart of the Letter AThe process to remove a supervisor is to first highlight the supervisor's name in the Student's Supervisor box in your own user profile. Then click on "Save" to delete that name from your profile. To add a new supervisor, click on the blue plus next to the student's supervisor box and enter your new supervisor's last name, selecting USGS for bureau. Then click on “Add Users” and then click “Save.”

New USGS Employee Logging In For First Time

Clipart of the Letter Q I am a brand new USGS employee or new summer intern. How long do I have to wait before I can initially login to DOI LEARN?
Clipart of the Letter A If you have not received your first USGS paycheck from FPPS then you will not be in the DOI LEARN system.  FPPS populates DOI LEARN every two weeks.  So you must wait until you’ve received your first pay check before your account is created in DOI LEARN.   If you need to take mandatory training before your account is established, please email:  oeddoilearn@usgs.gov  and request the alternate methods for mandatory online training.

Dropping Classes you previously registered for

Clipart of the Letter A If you need to cancel a request/drop a class, Login to DOI LEARN by opening a new browser window, copying and pasting the following address line: https://doilearn.doi.gov, click on the My Courses tab, select the link to the correct type of training (i.e. ILT, OLT, etc.) and click the 'Request to Drop' link under Options across from the Course/class name.

Marking Employee Records Complete - Manually

Clipart of the Letter QHow does my supervisor/alternate approver mark my transcript complete if I took mandatory training via an alternate method (ie. CD from downloadable web site, paper version, ILT, etc.) or I had trouble with the software while completing the training?
Clipart of the Letter A Supervisor/alternate approver logs into DOI LEARN, Clicks on Administration then User Management and searches for the employee's record. When the employee record comes up at the bottom of the screen, click on "Edit" under Transcript to edit the training record. Under Completion Status, choose "Completed" and put in the date using this format: MM/DD/YYYY. Under Score, please use this coding system:

  • 111, if the training was taken via CD/downloadable web site.
  • 222, if training was taken via paper version.
  • 333, if training was taken via ILT somewhere.
  • 444, if the employee experienced problems taking the training and could not complete it through DOI LEARN.

Click "Update Transcript" when finished.

Setting Up the E-mail Buttons for Approvers

Clipart of the Letter QI am a supervisor and have set up an alternate approver. In my profile, if I set my "Receives Supv Email" to “No” how does my alternate approver know when he/she has something to approve?
Clipart of the Letter AIf the supervisor sets their "Receives Supv Email" to “No” the alternate approver for that supervisor will need to have their "Receives Supv Email" set to “Yes”. That way the alternate approver can receive emails the supervisor does not want.

Adding Additional Training Items to Employee's DOI LEARN Transcript

Clipart of the Letter ASupervisors and alternate approvers can add extra training items to employee's transcripts but please do not add mandatory online training if it was previously assigned or requested by the employee through DOI LEARN.  Log into DOI LEARN at: http://doilearn.doi.gov and click on "Administration" then click on "User Management." Pull up the employee's profile using the search criteria fields. Click the "Edit" link under "Transcript."  Scroll down to the button that says: "Add Extra Transcript Item."  Fill in the fields for course/class name, completion status and completion date, etc.   Click "Submit." Click "Update Transcript."

Group Training Request

Approve Course Request with Associated Cost

Clipart of the Letter AIf you have logged in to the system previously, login as usual to https://doilearn.doi.gov and go to "Course Catalog". Here you will see the "Approval Queue" screen and you can input the individual employee's name to see training awaiting approval. Clipart of the Letter A There is a system report to run to see who has taken training – Under “Administration” then under “Reports”you’ll see System Reports.  Click “Course Analysis.”  You'll need to put in the bureau and the class name and click “Go.”  Then click “View Report.”  Click “Open” to view it before deciding to save it on your hard drive.  You will see a report for only those people whose training you have the authority to approve.  You can open this report in an Excel format and manipulate as you want.

Query ‘employees never logged in’

Clipart of the Letter A Go to “Administration,” click “User Management.”  In the search criteria, choose your bureau and click “Search.” You will see the listing of everyone except your supervisor and any other person listed as supervising you. You will know who has not logged in by looking to the far right under "User ID." If their name is still in caps with a birth date, they have never officially logged in yet.

Setting Up an Alternate Approver

Clipart of the Letter QI am an interim, alternate approver or acting supervisor and am not coded as a supervisor in FPPS. How do I get myself set up in DOI LEARN to approve training requests?
Clipart of the Letter AInterim, alternate approvers will first need to be made an alternate approver by a more senior supervisor. The senior supervisor would go into "Administration" then "User Management" and key in the last name of the interim supervisor/alternate and choose the bureau. Then click the dark green “Edit” under Edit next to that person's name. In their user profile, select the radio button "Approves Training" to "Yes." Click "Save." Then you can get out and instruct your alternate approver/supervisor to select the employees in their own profile that they will be approving by using the "Supervisor's Students" box in their own profile.

Requesting Courses for My Employees

Clipart of the Letter QI am an alternate approver in DOI LEARN. Is there any way I can request courses for employees in my office if they ask me to?
Clipart of the Letter AAccording to OPM policies, USGS employees cannot provide their password to anyone else. DOI LEARN was developed to provide a powerful tool for the supervisor and the individual employee. To achieve this, each employee must login, set up a unique username and password and complete their own User Profile. Employees benefit from DOI LEARN by being able to search and request classes throughout the Department. USGS offices might want to consider modifying their current business practices around training and development in order to fully utilize all the features designed for the supervisor. Ultimately these features allow supervisors to make the best use of limited training resources when determining which employees require what kind of training at what time.  DOI LEARN is not like TMS and we cannot move employees around.  So please do not register for a class for another employee to hold a spot for them, thinking their name can be put in place of yours.  Your request will need to be deleted and the other employee will need to request training.  There are no reserving spots in DOI LEARN.

Who Needs to Login First, Employees or Supervisors?

The employee needs to log in to select their supervisor's name OR the supervisor/alternate approver log in and choose the employees in their profile under "Supervisor's Students" box so they can manage and run reports on them.  It doesn’t matter who logs in first.  It is an either/or scenario.

Supervisors Selecting Their Employees

Clipart of the Letter ASupervisors should log in to DOI LEARN at https://doilearn.doi.gov and go to the "Administration" tab and click "My Information." You're now in your own user profile. Now, scroll down to the box that says "Supervisor's Students" and click the blue plus sign. This will open a popup screen where you type in the last name of your employee or to add many, type in your org code. Choose “USGS" as agency and click "search." This will bring up a short list of names. Click the correct name or hold down the control key and select those you want, and then scroll down to the "add user" button and click it. This inserts the name into the "Supervisor's Students" box. Once you've claimed all of your employees this way make sure to click "Save" at the bottom of the page.

Adding Account Codes to a Training Request with a Cost

The supervisor or alternate approver will need to know this information in order to approve any training with an associated cost. Account Numbers

Clipart of the Letter AIf the supervisor doesn't know account numbers or payment types, he/she will need to coordinate with their admin support person (Admin Officer or budget person); whoever performs the budget function in your office. The account code needs to be input beforeany training with an associated cost can be approved if you are paying by IPAC.   Please see this URL for steps to approve training:  http://training.usgs.gov/DOILearn/tipsforsupervisors.html  If you choose IPAC, USGS has been using the 8 digit station symbol as the org code, use the DOC/OP/Req # as the Req # or purchase order # or whatever you’d like, and use the Appropriation/Fund/Project code to enter the account #.  It is a manual payment process at this time, so you’ll need to phone the information in anyway.

That is the obligating number within the account that shows exactly what the funds were spent on.  If you obligate money in FFS you have to have a Document Control Number (which further describes the obligation) once you decide which account number will be charged to pay for the training.  Note:  DOI LEARN does not obligate in FFS.

Suspending Records

Clipart of the Letter QWhen employees leave the government how do we suspend their training in DOI LEARN?
Clipart of the Letter ASupervisors and alternate approvers have access to suspend the records of contractors, volunteers and partners who no longer work for USGS. This is an eight-step process to “suspend” them in the DOI LEARN. Records are never deleted from the system because the information must be preserved in the database and the employee may come back to work for USGS. Federal Government employees will automatically be "suspended" from DOI LEARN through FPPS when they are processed out but you can suspend them in advance to remove them from report tracking immediately,  just be prepared to know that FPPS will reactivate their record until the 9-090 clearance form has processed through.

  • Log onto DOI LEARN at https://doilearn.doi.gov
  • Click on "Administration"
  • Click on "User Management"
  • Type in the employee's last name and choose USGS as the bureau.
    Click on "Search"
  • When the employee's name comes up at the bottom of the page,
    click on "Edit” under the Edit label next to their name.
  • If the email box is blank, type in:  DOILearn_Suspended@ios.doi.gov this is a mandatory field so this email must be entered.
  • Scroll to the bottom of the screen where the Status box is located
    and change “Active” to “Suspended.”  Do not change to “Delete.”
  • Click "Save."

Waiving Training

Clipart of the Letter QHow does a supervisor or alternate approver waive an employee's training when they are not at work for an extended time but will return some day or they do not have access to Government computers?
Clipart of the Letter ASupervisors and/or alternate approvers can log into DOI LEARN to waive an employee's training if they are on extended leave, medical or maternity leave, military leave, students away at school, etc. but are active in FPPS.  Do not suspend employee records if they are active in FPPS and plan to return to work, waive their training. Follow these few steps:

  • Log onto DOI LEARN at https://doilearn.doi.gov
  • Click on "Administration"
  • Click on "User Management"
  • Type in the employee's last name and choose USGS as the bureau.
    Click on "Search"
  • When the employee's name comes up at the bottom of the page,
    click on "Edit” under the Waivers label next to their name.
  • Choose the course to waive from the drop down box.
  • Click the radio button to YES that asks if you want to mark course as waived.
  • Choose a Reason for the Waiver from the drop down box.
  • Type in a justification reason.

Click “Update.”  (Click User Management or the Back button on the browser to get out.)

If you are attending a USGS sponsored training course, you may provide a USGS account number and a Standard Voucher will be processed. A copy of the Standard Voucher will be emailed to you and/or your administrative office. You may also pay with a credit card (MasterCard or Visa) and a copy of the receipt can be mailed, emailed, or faxed to you upon request. The number to reach the DOI LEARN Payment Line is: 304-870-7100.

If you are attending a training course sponsored by another federal agency, you may use your government credit card to pay for the course. If they do not accept government credit cards you may provide them with a SF-182. Clipart of the Letter AWhen the Training Management System (TMS) was in operation there were several advantages to a SF-182, the most significant was it automatically obligated in FFS. No more. If you wish to continue to use a SF-182 along with a federal credit card for training services under $3K, that's fine. The SF-182 is handy for paying for federal courses as the collecting agency can then use the IPAC mechanism to move the funds from one agency to the other. Clipart of the Letter AOnce you complete a non DOI LEARN catalog class, your supervisor can input the class on request into your DOI LEARN transcript. Please do not enter mandatory online training taken through DOI LEARN or records you would have previously entered into TMS. All TMS will be migrated to DOI LEARN in time.

Clipart of the Letter AOffices can reimburse employees using a claim for reimbursement form SF-1164, however this form is only to be used for reimbursements up to $500. Until further notice offices are to contact Pamela Kutsko (703) 648-4449 on a case-by-case basis to use the claim for reimbursement form to reimburse USGS employees for training over $500.

Clipart of the Letter AUnless your Administrative Officer has a Contracting Officers warrant, to pay for group training from $3k to $25k you may either contact your Regional Employee Development Liaison (see below) or your Procurement Office. Your Regional Employee Development Liaison can work with you to help assess your needs. If training is the agreed upon solution, the liasons can expedite the vendor search process and assist you with developing a vendor agreement letter (click for an example).

Automatic Emails from DOI Learn

Clipart of the Letter QWill the supervisor I listed in DOI LEARN when I set up my user profile get an email regarding my registering for a no cost course?
Clipart of the Letter AYes. If the Supervisor set up their profile to “Receive Supv Email = Yes” they will get an email asking them to log in and approve your request.  In fact, every time an action is taken in DOI LEARN, there is an automatic generated email to the employee and/or supervisor/alternate approver.  So if an instructor/course coordinator drops an employee from a class per the employee or supervisor’s request, an email is generated stating what happened and why.

Clipart of the Letter AYou just completed training through DOI LEARN, whether it was an online or instructor led training DOI LEARN sends an auto-generated email asking you to complete a survey. This is a new feature in DOI LEARN. The survey only taks 3-5 minutes to complete and helps the course developer improve the course. Months later, your supervisor will receive an email asking for their input too. You will continue to get these emails until you complete the survey. USGS cannot stop the emails from coming.


 

On-Line Training

Using a Macintosh to Take On-Line Training

Clipart of the Letter QCan Macintosh Users use the Mac to take the training in DOI LEARN?
Clipart of the Letter AThe online mandatory training should work on Macintosh computers but it is preferred you use a window’s based PC with Internet Explorer. If you experience problems, you may need to install software on your Mac. So far, it looks like the only working solution for the Mac is to install the latest version of the Firefox browser, and separately download and install a Firefox "plug-in" called "flip4mac." This has been tested with OS X 10.4 and 10.5. There is a brief write-up with links at:

Mandatory Federal Information System Security Awareness (FISSA) Training

Clipart of the Letter QHow do I actually start the FISSA Training?
Clipart of the Letter At will automatically be assigned to your learning plan each year by the DOI LEARN Program Manager when the GIO office gives the green light.  But if it is available and you want to request it early, you request it the same way you would any course in DOI LEARN.  Log into DOI LEARN, Click "Course Catalog" then click "Catalog." You should see the Information System Security Awareness Training on the first page as a featured course. Click "course title" and it will open up a description of the course. Go to the bottom of the screen and enter 0's for the estimated travel, est. per diem, etc. Then choose "agency" as who will pay for the training (even though there is no cost). Finally, click "Apply." Now click "My Courses" and click "On-line Courses" and you'll see the class. To start taking the class : click "Course name" in the popup that appears and then click the "course name." again. You, your supervisor and/or alternate approver will get an e-mail that says you've registered.

Clipart of the Letter AThere is no need to print a certificate of mandatory training. As long as your course status shows as “Completed,” your course completion is documented in DOI LEARN. If you wish you can “print screen” the “Completed” information, or go back into the website and pull up your course under "My Courses," click "On-Line Courses," and you can print your certificate using Adobe Reader Version 7.

USGS Cooperators, Volunteers (Including Emeritus) and DOI Partners Taking Training via DOI Learn

Logging In (for contractors, volunteers, partners, etc.)

Clipart of the Letter QI work with the USGS as a contractor, volunteer, Emeritus, DOI Partner or am a cooperator working under a formal written agreement, how do I request and take training classes listed in the DOI LEARN public catalog?
Clipart of the Letter AGo to DOI LEARN at: https://doilearn.doi.gov and click the active line that says "Public Catalog Login." This will open up the public catalog of classes and you'll see the Federal Information Systems Security Awareness training. "Click the active “title" link and it will take you into a description of the course. Click the "Apply" button and you will get a screen asking you for your name, title, employee type, etc. For Agency/Bureau, please enter USGS. Fill this out and be sure to fill out the "employee type" then click the "Submit Order" button at the bottom of the page. Note: Let Payment Type default to "Credit Card" but enter your name where it says: Credit Card Holder Name. This will alert our Data Steward who will send you a User ID and password within 3 business days. If you have not received an account within 3 business days, please email:  oeddoilearn@usgs.gov and ask the Data Steward when your access will be ready.

USGS Visitors Completing Federal Information Systems Security (FISSA) Training

Clipart of the Letter QI am a USGS visitor who will utilize a networked USGS computer system to take a class, work on a cooperative project, etc. Do I need to complete the Federal Information Systems Security Training (FISSA)?
Clipart of the Letter AYes, you need to complete the FISSA training and you are encouraged to take it via CD ROM or hardcopy. Contact: oeddoilearn@usgs.gov  and request this alternate method of training.

Clipart of the Letter QWhat gives a bureau the authority to collect contractor's social security numbers?
Clipart of the Letter ACurrently, HSPD-12 requires that everyone who is a contractor and who need any unsupervised access to a Level 3 or 4 federally controlled information system must undergo a background check and part of the process is to complete a SF 85 which requires the SSN. The executive order and DOI guidance states the contractor must undergo the same process as employees.

Each bureau may have a different process, however, everyone who has access to a DOI system is required to provide proof to verify ID. At this point, DOI and other federal agencies are collecting information on the SF 85.

It would be great if contractors, volunteers, partners, etc. would provide their SSN to USGS Data Steward by calling:  304-870-7100 so it can be entered into their  profile.  This will also cut down on duplicate records if the contractor/volunteer/ partner, etc. becomes a federal employee.  It will also help with reporting completion status on mandatory online training.

Rules of Behavior

Clipart of the Letter QWhen I initially logged into DOI LEARN, I tried to click “Accept” at the bottom of the Rules of Behavior Screen and I was kicked back to the original login screen.
Clipart of the Letter AYour internet security on your computer is the culprit. You will need to make doilearn.doi.gov a trusted site in your internet security settings. See your local IT support people for help.  The Rules of Behavior you accept also states you should secure your password and not vandalize the DOI LEARN system.


 

Training Management System (TMS)

Clipart of the Letter QIs TMS still functional? If an employee requests a class from the DOI LEARN Catalog, do we also need to access TMS?

TMS was the USGS Training Management System which was decommissioned October 31, 2007. All the remaining records will be migrated over to the new DOI LEARN system soon.  DOI LEARN does not currently have an integrated SF-182 Training Authorization. To pay for any supervisor approved training classes that are not in the DOI LEARN catalog, including any training offered by commercial vendors or academic institutions, you may use a federal credit card for classes under $3,000.00. If you do not have access to a federal credit card, or if the non catalog class cost is over $3,000.00, there are a variety of possible payment methods including Purchase Order, hardcopy SF-182 found at http://www.opm.gov/forms/pdf_fill/SF182.pdf etc. Please contact your local Administrative Officer for additional guidance.

Missing Courses from My DOI LEARN Transcripts

Clipart of the Letter QMy Transcript in DOI LEARN is missing classes that were input intoTMS. How do I get those into DOI LEARN?
Clipart of the Letter AAll training in TMS from the period of Oct 2000 to June 2005 was transferred to DOI LEARN during the 1st migration and placed under "Extra Transcript Items."  For any of your training completed after June 2005 through October 31, 2007 that was in TMS, it will be migrated soon. Any training you have taken that is NOT in DOI LEARN's course catalog, your supervisor can input the class on request into your DOI LEARN transcript.
